Reduce/remove encumbrance from armour

This modlet reduces or removes the encumbrance from heavy armour. Vanilla movement penalty is 4% for light armour and 6% for heavy. These will set it to 2%, halve it or remove it completely

Set encumbrance from all armour to 2%
