PC Ravenhearst Cobblestone

Does anyone know what material is required to repair cobblestone in Ravenhearst?  It shows a pail like concrete, but it has a kind of reddish hue?

This would probably get more traction in the specific thread for Ravenhearst. There is a post from April 20th in that thread claiming cobblestone is not able to be repaired, but no idea if that is still accurate, or if it even was at the time of posting.
