random FPS drops to 1

ok so its not completely random its fairly constant mostly when stuff is happening and quick jerking movements left or right etc. it will literally drop to 0.1/1 FPS for a second then back to like 120-190 ish

settings were totaly maxed to start with but dropping textures and/or shadows to low or nothing has not helped.

it cannot possibly be hardware

i7 8700k 4.7ghz watercooled

32gb ram

1080ti

960 evo m2 ssd

is there options in the gfx settings that are just a no go currently? something i'm missing for some reason

 
Nvidia driver 397.31 causes the game to crash at startup about 80% of the time.

Issue is resolved in "Game Ready Update" version 397.64, but I am also noticing that FPS is randomly dropping, and significantly so. Initially I had thought it might have been a HDD issue, or something on my system. I was troubleshooting this last night, and after stripping my processes, and moving the game to a super-fast SSD, I still had the issue.

Tonight, I plan on rolling back to version 391.35 with a clean installation to test. I'm pretty sure it's the Nvidia drivers though if you are running the latest version.
