radiant events.

I got RDR2 on steam sale, and have been playing that up a bit while the modders catch up to alpha 20. this made me realize something about 7d2d: the game needs some sort of radiant event system. The world is stagnate, which is a crying shame because there is a lot to it. There sorta is a system for this in place already with the treasure maps, so perhaps an expansion to this system? Like say finding a survivor clue in trash, or entering an invisible quest radius that triggers the event upon entry. 

right now we have the survival, we have the horde, we have the crafting, but where are the RPG elements? Where is the story? Not just main story but side stories? like unlucky survivors, or really lucky survivors  who just found  a lot of loot?
