I will try from how I use them. They are masked 2d images, that when laid on top of each other
give a visual representation of the of the terrain, including streets, natural water sources, pois.

If you have ever used photoshop you saw layers as one of the tabs, if you were going to render
the roads. The roads would have a color, the rest is transparent, so if you put it on top of where
water was, you would see the roads and water. The game uses them to lay out the world in steps.

Here is a picture as an example. I am working with the plats for a personal project. hope this helps.
You are looking at 3 images overlayed. streets and pois, the water, on top of the biomes. But together
they make one thought or image.
