question about zombie amount

im running a 25 player server and have max zombies at 70 and bloodmoon zombies at 12 also running guppys trickle mod and on bloodmoon im only seeing maybe 5-10 zombies and during the day not many around.. what can i do?

How many players are actually on?

70/25 isn't a lot per person.

maybe 21.... but if i increase zombie 100 they just stand around im sure due to lag.. if so what hardware requirements will handle that.. iv got quad @ 3.6ghz 16gb ram and 1 gig fiber up and down net on win 7 OS
