PC Question about questing

So my wife and I are doing some questing for the local trader and one of the options for both of us was the same so we both picked it. After getting to the area I start up the quest and we clear it out. When she goes to start the quest it says that the area isn't available for questing and to come back later. Is there some kind of cooldown for a building and if so does anyone know how long it is?

 
In single player mode, with 2 quests at the same place, I have to finish the first (return to the merchant) to start the next one. Maybe it's the same for both of you.

 
We've been able to each pick a different quest, share them, and finish them both before having to turn them in. We've only noticed this issue when we both choose quests that took us to the same building.
