PC Quest Tiers

I turned in a Tier 2 quest (a 'clear' quest for the fire station POI), and I got an extra reward for "Tier 5 complete". Is this intentional?

I assumed that in order to complete Tier 5, I needed to complete a number of Tier 5-rated quests. But this implies I could do Tier 1 quests over and over to 'complete' all the tiers.

I can't say how intentional it is, but that is how it seems to work. I've completed up to tier 5 while limiting myself to tier 1&2 quests .. (buried supplies as a somewhat of a thematic fit for my diggitydigdig game)
