Quest buildings change or gets replaced

when you activate the quest outside the building, it completely changes to another building?

That would be a bug then and I can't help you with that other than to suggest submitting a bug report.

I could see this happening if your map was corrupted as a result of not properly wiping old save data.

Unfortunately, without any real information, all we can do is guess.  There is a Pinned thread with instructions for reporting an issue.

I might know what is happening. The map you are playing has been made/generated in version older than the current A20.3 version which means on your map there are old versions of some POI and once you activate the quest, the entire POI updates to the newest version of it. You need to generate new map to avoid that.
