I've been digging through the game files looking for anything about the quality levels but all I can find is qualityinfo.xml and loot.xml. I was hoping to add higher quality levels that can't be crafted but can be found in loot. If anyone can point me in the right direction that'd be gnarly.

So you want to add quality level 7+?
It appears that 6 quality levels are the hardcoded amount. Adding a seventh seems to cause issues loading. You could however remove the top tiers from intellect (in progression.xml) to prevent the crafting of higher tier items. You may also want to address traders if you don't want the stuff to also be buyable.
