PC Prison Location

Has the prison been removed ? I have generated  many and I mean many random maps & I cannot seem to be able to locate the prison.

I have removed the wasteland, the prison is in the wasteland in Navezgane, I was thinking it maybe the issue but I have seen recently a  content creator run a serious in the prison in the desert. Am I just unlucky when map generating or do I have to add the prison in the program files ? 

 
I'm sad it's not in game at the moment.  It was one of the best bases if you had 3 or more people.  Easy to shore up the weaknesses in the walls and entryways as well.   It's only really major flaw was the internal yard and if it was in the desert or not.

Currently I think the best early game POI to take its place is the Dead Rooster.
