Possible to unlock two Perks by Buying one?

Exactly as the subject says, I'm wondering if anyone knows if it is possible to unlock multiple perks by purchasing another perk?

I've tried with the PerkLevel passive effect by it does not seem to have any effect.

On the master perk:

<passive_effect name="PerkLevel" operation="base_set" value="1" level="1" tags="perkSecondPerk"/>

Any ideas?
