As the title says, on PS5 and xbox, console commands are disabled, I was wondering if it's possible to disable them on pc using xml

not using XML, but using harmony you can do this.
As long as you aren't trying to use EAC, you can use

Server only install, I am working on a Harmony version of this mod to persist across game updates. This mod I just linked isn't a mod perse, you have to replace a game file with this file, and then no connecting clients can use CM/DM, etc.
