I'm curious if there is a way to add a new quality tier above 6?

I tried creating a mod that added a 7th and 8th quality tier via a mod to the qualityinfo xml, but it failed to load the mod, and editing the xml directly caused the game to crash on loading.

Not sure if studying the way that Lana extended the levels for abilities and perks would shine light on this subject for you but maybe give that avenue a try.
