A. if there is not specified a UserData folder in serverconfig.xml. If it is, then its /UserData/Saves/Mods/ or whatever is specified as the /UserData folder in serverconfig.xml
 
I took the announcement in the A20.4 release notes at face value when they said the old location was to be deprecated.

I will add I have evidence that not everyone reads the instructions and will instead get advice from other sources such as Steam and Reddit, or from AI which gets its information from Steam and Reddit. Its hard to break that loop. I can say from my professional (non-7D2D) experiences as well, AI can be quite the source of misinformation when an old standard has changed to a new standard.

You should use A for instructions. If people want to install it to B, that will work still, but may at some point stop working unless they manually set the User Data Folder to that location, so better to just tell people to use A.

So did I. And then they decided to add that folder by default and use that location for 0_TFP_Harmony. It's no surprise that people get confused on how/where to install mods.

The game folder is for stuff from devs, while the AppData folder is for stuff you install yourself. Microsoft doesn't allow custom content in game directories for whatever reason with GamePass, which is apparently why they did it this way. Keeping them separate also helps to prevent people from deleting the TFP_Harmony mod when they are trying to clear out their mods, which I've seen people do numerous times here. If players aren't touching the game directory, they won't have that problem.
 
Thank you for the feedback so far. I am working on an installer/updater and I want to cover the most common installation scenarios for the initial release.
If you're making a mod launcher, just don't do what Vortex did (I think that's the one) and change people's User Data Folder location without permission or notification. It should default to the official location (AppData) and allow users to change it themselves if they want.
