Maybe this is a game mechanic I am unaware of but as far as I can tell, the only way to fill the ground is to remove dirt and replace with square building blocks. However since digging creates Diamond shapes it would be nice to fill holes back up with diamond shapes to make the terrain seem less around structures or to fix a lot up.
