PC Perks disabled by (non-existant) status effect?

All the perks I have taken in the Intellect tree are suddenly displaying in red at 1 level lower than they should be. Mousing over, it reads "disabled by status effects". I have no status effects currently.

Anyone getting this or know a fix?

 
I believe that there is a new experimental out. All skill trees are no longer locked behind levels required but by points. Im assuming they also changed what level intellect you need to use a perk and thats why its displaying that you have a status effect.
