Observation ability for streamers and professional/broadcasters for events and/or competitions.

Giving the admin of the server the ability to grant themselves or another the ability to move around the map to be able to observe the other game players on the server.   The observer would not be able to interact with the environment or the players.  They would also be invisible to other players.  This would a great option for streamers or professional/network broadcasters at game conventions, events,  or gaming competitions.
