I only play at 25% loot. for my first wrench, I usually need 4 mechanical parts and until 1.0, I found them by destroy kiosk with a simple stone axe. since 1.1, no more come.
I just post here to know if it's a bug or if it's intentionnal, don't see about in the patch note.
