Also about the stealth part. I don't see the point of investing into it when there are scripted events in pretty much every PoI specifically for countering sneaking.

Break line of sight and keep it broken based on the perk duration, and they will stop looking for you and start wandering in the local area where they stopped.

I use it all the time when I go stealth mode - I was even able to use it out in the open against wandering hordes.
