Need help Getting A17 to run

Cant run the game without changing the renderer to GLCore and activating exclusive full screen mode. When the game does actually launch it says it cant connect to steam despite steam being open and internet being available. There is an option to play in offline mode that is greyed out.

Not impressed, didn't buy this game twice to wait a year for an update I cant play.
