Does it make me to have more XP to lvlup? Or just suspends lvlup for a while (then why do we need this in the game)? How does it work?

You lose XP, the bar is just showing you how much. I suppose you can look at it as death-tax and that's how much XP you need to earn to pay the dept off before you get back to where you were. You won't lose a level though.
