PC navezgane downloading world on new server?

hi there, just got a new pingperfect server, set up navezgane on alpha 19 b177. is there a reason why new players would have to download the map every time? its the default map in the game so the map should already be in the 7 days folders. it makes us download navezgane when we first launch which never happened in alpha 18
