PC Mountain wolves in the waste biome? (17.3)

First time this has ever happened to me. I know the place is infested with zombie dogs but I was just mauled by a silent wolf pack on day 3.

Is this supposed to happen or is this a bug?

It's one of the random horde, they spawn wherever you are
