Does putting the modlets eliminiate the need for clients to have the mods installed?

Just like old style mods, only xml pushes from the servers.

localization, icons, and all of the new resource files a17 allows us to use w/o SDX still don't push, so the exact same restrictions apply as in prior builds.

So, it depends on the mod.

Yes.

Modlet just means piece of a mod, or small mod, it has no official distinction. Xpath is just the means to integrate snippets of XML into the game XML at run time.

Everything else is exactly the same.
