modify trader quests to 1 per week?

is there a way to change how many quests the trader offers/when they refresh? I've been able to modify the rewards, but I have not found a way to limit how many quests you can complete in a period of time. Any help or ideas would be appreciated!

I have a feeling that is in the C# code for the game.
