PC Modding community for Steam

When will you allow players to post in a modding community for your game using steam? I know the main issue is instability, but with you guys not releasing content not but every 6 months it would allow players themselves to change some stuff that they'd prefer.

Planned for Beta I believe. They have held off on it because there have been so many changes to the core systems.
