My mistake. You are correct. Stone axe doesn't work with this. I derped on that one. Too many wakey hours and not enough sleepy hours.No, you can't power with the stone axe. Why? So many A17 changes nerf the base-builder and the miner. It is not surprising that they would nerf Miner 69er as part of this.I dont even see a point of limiting this perk to only power attacks. Simple attacks are crap dmg wise anyway. Whats the harm in making it a little better?
I imagine it's more a technical limitation since r-click is repair and also power attack.No power attack with any tools that can repair...
Which seems a bit ridiculous because it makes the first 19 levels before (guaranteed) iron tools even more tedious and annoying. Also, no power attack for wrench either...which also does obnoxiously low block damage

It does because resource allocation happens per hit at a static rate. Normal hit gives less resources, but more often, and power hitting gives less resources, but you hit the node less and ultimately get less overall. But with the abysmal block damage tools are putting out now power hitting is just more satisfying.The sad thing is that power attacking while mining actually seems to get your LESS resources. Yes it gets rid of blocks faster, but if you're mining for resources, Miner69:er no longer seems to help.
YES! Thank god for that. Even still, it feels like you are walking away with less resources per node in the end using power hits. I could be wrong and I'd have to test this out.But I have also noticed now that you get a bonus amount of resources again on the last hit. Like we use to.

Miner69: just boosts damage on power attack hits
Mother Lode: determines how much you can get out of a block.
I think it was supposed to end the whole need to have to decide within one perk, whether you want to destroy a block fast or get more resources. You could just do both with the functions split to 2 perks. In theory.
Doing a little testing:
Maxing my stamina to 200 and generally watching not to fall below 50% while doing the tests.
Max all the above perks.
Using standard stone blocks and a fresh lv6 steel pick.
Regular attack: 11 hits 96 stone, 4 iron
Power attack: 4 hits 96 stone, 4 iron
Seems to work. Do a few more sample runs and getting almost always the same result, but
1.every now and then power attack yields slightly less stone (89). So seems to not work quite as I thought. I can't pinpoint what factor causes those differences. It's not stamina, as I keep track of it. (Which btw would never happen in regular gameplay). It's not number of hits, those are always the same. It's not carried over damages as I test on a new, same type block every time that has no mutliple stages like the small recource boulders for example. It makes no sense to me.

Doing 10 hits regular and finishing the block with power attack: 106 stone, 5 iron! which seems to confirm the per-hits theories posted before..
Also, there's currently 2 mods that can go on a pick and they mess it up even more. For ♥♥♥♥s and giggles I put a dye and the ergonomic grip on the steel pick.
Now I get 96 stone and 4 iron with the power attacks and only 50 stone and 2 iron with the regular hits.
Seeing that there is barely any difference in yield, I go on to just not care and power attack it. [shrug]
But if you want to get the most out of it is seems wearing the block down with regular and then finishing it off with power attack is the way to go.
And yeah during that testing I quickly noticed how BADLY mining really has been nerfed. I know in the future there are supposed to be mods upping tool performances, but just for the standard tools it is atrocious.
