Has anyone been able to resolve where the Max Animals slider isn't available due to the new additions in the General Tab?

Is that a mod for additional options?  I don't remember seeing that setting in vanilla, though if they added it recently, I probably wouldn't have noticed. 

If it is a mod, the mod may have to be updated to place that setting on a different tab where it will fit.
