i have max level workstation skill but its locked?

You mean you have advanced engineering at max level i guess? What you need in A21 to be able to craft things is magazines. In this case the "Forge ahead" magazine. If you press N and click on the little hammer on the top you can see how many of wich magazine you already have read and how much you need to unlock things.

Magazines can be found everywhere where you would find books. And in related crates, like the "Forge ahead" in working stiff tool crates and also in destroyed workstations.
