When set up, the fixes Prisma501 linked will let you see an online map with all the areas everyone has discovered exposed.

 
Wait is this for local users as well or only if you are running a dedicated server? also does it replace the in game map?

Its only for dedicated server. There is no way of consolidating all map files on all clients for ingame map so that will be each his/her own map ingame. Allocs webmap (hence the name) is a webpage which glues together all discovered map pieces by users and present them in that webpage as 1 single map (with live player positions and other cool stuff like that).
