Use Fullscreen Exclusive Mode! It solves sooo many problems! At least for me, it did...so did turning off Bloom...otherwise it never drops below 70 so far (most settings are in high)
Btw, I have a RX7 5800 with a Vega 56 card stock settings...I know; the GPU is 4 years old, but no way would I buy a new one in this climate. Besides, it works great!
