Looking to Boost XP for private server...

You dropped your multiplier down to .2 but I thought that one had to increase to get more xp.
Your level dropped to 9545 so I think you would get levels faster that way (if you never dropped multiplier)
By your skill points per level you would get 5 points each time you leveled.
Try upping multiplier to 4.0 or 5.0 and see how it works. Then if it does increase xp you can adjust it from there to your liking. When you have it how you like then start a fresh game with those settings.
If is still doesn't work with this I am sure someone will come along with a better solution.
