I've heard the argument that there's nothing to offer in a light armor perk, but I think the system needs one at the very least so light armor users get the armor books more often. If not a perk system something else should exist to help them get those books or reduce the number of books for light armor to max out.
A perk could offer more mod slots, better armor resilience, faster speed, less stamina use, less noise, higher jump, or any combination. I know most of those are offered in other perks, but they wouldn't be overpowering, and would give a good option for light armor users.
