PC Leveling tools and weapons

Hello, havent played the game since early A17, came back, not sure how to increase quality of my tools/weapons, which perks help with that?

The perks tell you what you can build. For axes, shovels and pickaxe it is miner. Wrenches I believe is salvage expert. Forget what auger is. Might be miner as well.

 
For weapons you perk into that weapon and it increases the quality that you can craft. For tier 2 and tier 3 weapons you will also need parts as part of the crafting recipe and the number of those parts increase with the quality level you can craft. So be careful. If you max out on the perk it may take you a longbtime to find enough parts to actual craft the blue quality level of that weapon.
