Mod Request Legacy Armor slots in release version?

With the biome blocker going away, the ability to add many alpha mechanics back in thru existing mods; i was wondering if anyone would know about restoring the 2 layer armor slots back in? Most modding experience i have done with this game is xml edits (my server had a 3rd person option without admin privileges some items were visually stackable equipped a few mod weapons irons that didn't work i made work with POV tweaking) is this something i can do?
 
i have thought how old system restored would even react to current vanilla armor; it would occupy the outer slot and allow nothing visible underneath armor and a clothing skin magic RPG armor spawn rate would go down as like idk legendary sets if your into that old clothes and armor back as before it could literally coexist
