Is this a sub biome encounter in the Burnt Forest?

I was riding my bicycle up the road and no less than 7 vultures took flight from the same location.

Talk about a sphincter clencher...

Looks like a vulture 'wandering horde' spawn. I've had them in the pine forest before.

On the note of sub-biomes. I hope they can make that a reality. It would really spice up the worldgen a lot to have more specific and small sub-biomes.

Vultures love to circle above you just waiting for you to bleed.
I believe what seven said is correct. You will sometimes get visited by vulture hordes.
