Is this a bug?

So, wanted to do quests. I went to one, and instead of the yellow !, there was a waving yellow flag with "Caution Zombies" written on the flag. Cancelled it, then took another one, got there then, that flag again! Is this a bug, or is there something that I have to do and that I don't understand?!

I can't say I've ever run into this on the console.  It has been a bit since I booted up my PS4 though.
