Is there a mod to lessen stamina use when aiming down sights?

I'd like to make the stamina loss from aiming down sights of certain weapons to be a little less 'tiring'. I came across the 'buffHoldingBreathAiming01' and 'buffDrawBow01' in the buffs.xml, but I have no idea what the values mean for tweaking...so I was hoping there was a mod somewhere that I could reference for A20 use.

I've checked this forum and the Nexus and for A18 to A20 and I only came by one related to tools and melee weapons. 

Anyone know of one?
