Is there a mod for preventing nerd-poling?

The question is in the title. In a nutshell - I am looking for a modlet (i.e., serverside-only xlm) which adds a small additional delay to placing blocks to prevent a strategy known as "nerd poling" where one is jumping up and placing a wooden frame under him/her-self before falling down. About 250 to 500 ms delay between clicking and the block being placed should do the trick without affecting the ability to build stuff too much. 

Does such a modlet exist?
