PC Is solar still a thing?

I am up to day 76 and have not found a single solar bank or solar cell at any of the traders, I am starting to wander has it been removed?

 
I've only ever found solar banks and solar cells at 5/5 better barter....and the experience is incredibly consistent. With less than 5/5 better barter, no solar banks or solar cells ANYWHERE. With 5/5 better barter, every trader at every restock period has 1 solar cell (of varying quality) and 1 solar bank (which is still over 40k dukes with 5/5 and a cigar)

Its broken at the moment, so that only ONE trader will have it at level 5 better barter. this needs to be addressed.
