"Intern" Disabled by Status Effect

Anyone else experience this before? I started this game fresh after b180, but for some reason I cannot use/purchase the Intern skill level. When I hover over the red check mark, it says "Disabled by Status Effect". Is this a bug?

What this means is you previously had something that buffed your intellect up by 1 point (nerdy glasses) and then added a point into physician; since this perk required 3 points you could purchase it, since you took them off and now you have 2p it's disabled. You didn't lose the point, once you have 3 Int again it'll be good to go.
