Initial number of encumbered slots in the backpack

Tell me please, where is set initially, the number of encumbrances slots in the backpack? (without the impact perks)

I didn't find it in .xml.

And are there any parameters on the size backpack which hardcoded in .dll.

I changed the size of the backpack.....reduce slots ....i think I'm swimming against the current!
