PC index out of range help!

was playing A19.3 and entered the wasteland when this popped up in the console and i cant seem to get rid of it 

IndexOutOfRangeException: Index Was Outside The Bounds Of Array, when i try and close it pressing F1 it will sometimes say this

ive tried reinstalling and same problem occurs.

You're welcome. I should have been more specific,  it's a potential issue activating those quests close to the water at the edges of the map.
