PC If I put one point in advance engineering and one point in lockpicking do I get a better chance of getting forge ahead mags

No, I don't believe that is how it works.
My understanding is that as you read the Forge Ahead books, that increases your chance to find those books in small percentages.

I think ST is correct (but we are speculating at this time).
Most likely, it enables a CVAR tied to a tag (say CVAR ForgeBooks) so when you perk into it, it sets a base value (Lockpicking Perk 1 = CVAR = 0.05, Engineering Perk 1 = CVAR=0.05).
If it adds to the chance, then they would stack.

When you're on the page with the learned magazines. Look at the top section when you have selected something. It should show you what boosts finding them.
