Hey. I have been a player of this game for a long time. For this I have always used my own dedicated server. With the new version I see that the saves and worlds are not compatible. Do I have to necessarily start a new world? Isn't there a tool to migrate my progress to the new version?

No. There are POI that are removed and other changes from A21. You will need to start a new save on a map made for 1.0. if you want to keep playing on an A21 map, you can switch back to A21 if you are on Steam until you are ready for a new game on 1.0.
As a side note, it is technically possible to convert an older map by updating the POI to match what is on 1.0 and correcting the mask version number, but that would not be recommended.
I think you could also make a POI out of your existing base and cheat in the rest, but it just seems like too much trouble to me.
It's generally been a given that you need to start fresh every update.
Even when it was possible to use an old save, it tended to be very buggy, and quite understandably the devs didn't want to be bothered trying to troubleshoot issues from your old save.
