Having trouble with PuttyTel : "Software caused connection abort"

I can't access the puttytel console because of the error in the title. Everyone on our lan can connect and play just fine, but I can't issue console commands of whitelist people. This worked fine in 16.4. Anyone know what I need to do to be able to use telnet and get the console working?

Game runs fine, players can connect.

 
You can 1) enable a console in the serverconfig.xml file, but if you insist on putty (as I do) make sure you're choosing the Telnet option, and the correct port in servericonfig.xml (and make sure it's configured right in there).
