Grace in Bob's Boars/Carl's Corn

Once again, I think I'm going nuts. Isn't she supposed to be a guaranteed spawn there, down in her underground cave? Friend and I did that POI tonight as an Infestation, and instead of Grace, there was only a normal boar there.

I've seen this happen at Hogzilla Ranch - normally there's a single giant mutant boar there, but one time a few months ago I ran through and there were two of them there.

My friend said he once got 2, as well. I have never had that, but then again, I always get Grace.

I've only done Bob's Boars at infested ONCE.. and that one time I got two, but, I've always gotten at least the one Grace in normal missions. And, yes, I got two Graces at an infested of Hogzilla Ranch. I just thought that was how an infested worked. You get doubles of the number of normal zombies as well as the higher level zombies in infested mission, right? Is it, maybe, an RNG thing that goes room by room or spawn space by spawn space?
