I use "gfx st budget 0" to remove the blur once in the game.
Is it possible to enter this parameter before the game via a mod or special command?

 
Maybe it would work in the boot.config file. I've tried adding "gfx lodbias 4" to help with pop-in. It didn't work, but lodbias may not be 'officially' supported in the game while the st command is, if you do a 'help gfx' in the console.
