Generating a map without traders in A21

Hi everyone,

looking for advice on generating a map without traders in A21. I already added the spawntrader=false line in the rwgmixer to every township and district (in A20 just adding that line to all townships did the trick), but i still have exactly one spawn of every individual trader in every map generated so far. Any tips?
